On March 3, 2013, Upper Allen Police were called to a distribution facility in the 500 block of Independence Avenue in Upper Allen Township for a reported robbery. Facility security reported that during the night several Hispanic males displayed a gun to a security guard and held him hostage while another member of the group arrived with a truck tractor and stole a trailer from the facility. The guard was held hostage until the trailer was returned the following morning by the suspects. The suspects obtained personal information from the guard and instructed him not to report the crimes.
During the extensive follow up investigation, Upper Allen Police were able to determine that there was a related ongoing investigation with DEA in Orlando, Florida and the incident in Upper Allen Township was likely connected to Mexican Drug Cartel activity. A joint investigation with DEA Orlando then began.
During the period of December 2012, through June 2013, DEA Orlando was targeting a large scale cocaine, marijuana and methamphetamine distribution organization based in the greater Orlando, Florida area. This was a joint investigation involving DEA operations in Orlando, Nogales Arizona, Los Angeles California, Atlanta Georgia, Homeland Security Investigations, United States Border Patrol, Florida Highway Patrol, Orange County Sheriff’s Office and the Upper Allen Township Police Department.
This investigation targeted a Mexican based drug trafficking organization that was responsible for the importation of cocaine, marijuana and methamphetamine from Mexico into the greater Orlando, Florida area as well as several destination cities throughout the United States, to include Pennsylvania.
During the course of the investigation, DEA Orlando identified a distribution network connected to the Sinaloa Cartel that had been operating and avoiding law enforcement presence for approximately 15 years and responsible for the transportation and distribution of thousands of pounds of marijuana, cocaine and methamphetamine. DEA successfully infiltrated and subsequently disrupted the drug trafficking organization operating within the greater Orlando, Florida area. This operation resulted in the federal arrest of nine leaders within the organization, state charges of three co-conspirators, two search warrants, the seizure of five pounds of methamphetamine, the seizure of more than six kilograms of cocaine, three firearms and $55,000.00 in personal property.
During the investigation, Demis Ulises Mokay-Fong and Irvin Gutierrez were identified as two of the persons present during the robbery in Upper Allen Township and the leaders of that particular operation. The investigation continued throughout 2013 and continues into 2014. Mokay-Fong, Gutierrez and other participants in the organization are awaiting sentencing in Florida.
During the initial stages of the investigation, Upper Allen Police were assisted by the Pennsylvania State Police and the PA Office of Attorney General.
