On June 3, 2014 at 1:19 PM Upper Allen Police were dispatched to East Winding Hill Road in the area of Midland Road for an auto accident. Upon arrival witnesses in the area reported that the driver of one of the vehicles involved, a white Chevrolet Impala, fled the scene on foot following the collision. Both vehicles sustained disabling damage and the tractor trailer that was involved was leaking hydraulic fluid onto the roadway. A description of the driver who fled was given out to responding officers and the suspect, Chad Flasher, was located a short distance away after he crossed the PA Turnpike on foot. The crash happened after Flasher failed to negotiate a sharp curve due to traveling at a high rate of speed and struck the tractor trailer who was traveling in the opposite direction. The fluid leak from the tractor trailer was contained and the Upper Allen Fire Department cleaned up the spill. Flasher was taken into custody and transported to the Cumberland County Prison for processing. A preliminary hearing will be held at a later date before Magisterial District Judge Mark Martin.
