On July 23, 2010 at 4:44 PM, Upper Allen Police responded to a residence in the 300 block of Mt Allen Drive for a report of an active domestic assault. Investigation revealed that Troutman assaulted a woman that lived at that residence. Troutman was arrested at the scene and transported to the Cumberland County Prison. Troutman was arraigned before Magisterial District Judge Placey and committed to the Cumberland County Prison under $5,000 bail. A preliminary hearing will be scheduled in front of Magisterial District Judge Martin at a later date.
