Mexican Drug Cartel Robbery Arrests

On March 3, 2013, Upper Allen Police were called to a distribution facility in the 500 block of Independence Avenue in Upper Allen Township for a reported robbery. Facility security reported that during the night several Hispanic males displayed a gun to a security guard and held him hostage while another member of the group arrived with a truck tractor and stole a trailer from the facility. The guard was held hostage until the trailer was returned the following morning by the suspects. The suspects obtained personal information from the guard and instructed him not to report the crimes.

During the extensive follow up investigation, Upper Allen Police were able to determine that there was a related ongoing investigation with DEA in Orlando, Florida and the incident in Upper Allen Township was likely connected to Mexican Drug Cartel activity. A joint investigation with DEA Orlando then began.

During the period of December 2012, through June 2013, DEA Orlando was targeting a large scale cocaine, marijuana and methamphetamine distribution organization based in the greater Orlando, Florida area. This was a joint investigation involving DEA operations in Orlando, Nogales Arizona, Los Angeles California, Atlanta Georgia, Homeland Security Investigations, United States Border Patrol, Florida Highway Patrol, Orange County Sheriff’s Office and the Upper Allen Township Police Department.

This investigation targeted a Mexican based drug trafficking organization that was responsible for the importation of cocaine, marijuana and methamphetamine from Mexico into the greater Orlando, Florida area as well as several destination cities throughout the United States, to include Pennsylvania.

During the course of the investigation, DEA Orlando identified a distribution network connected to the Sinaloa Cartel that had been operating and avoiding law enforcement presence for approximately 15 years and responsible for the transportation and distribution of thousands of pounds of marijuana, cocaine and methamphetamine. DEA successfully infiltrated and subsequently disrupted the drug trafficking organization operating within the greater Orlando, Florida area. This operation resulted in the federal arrest of nine leaders within the organization, state charges of three co-conspirators, two search warrants, the seizure of five pounds of methamphetamine, the seizure of more than six kilograms of cocaine, three firearms and $55,000.00 in personal property.

During the investigation, Demis Ulises Mokay-Fong and Irvin Gutierrez were identified as two of the persons present during the robbery in Upper Allen Township and the leaders of that particular operation. The investigation continued throughout 2013 and continues into 2014. Mokay-Fong, Gutierrez and other participants in the organization are awaiting sentencing in Florida.

During the initial stages of the investigation, Upper Allen Police were assisted by the Pennsylvania State Police and the PA Office of Attorney General.

Upper Allen Resident Arrested for Domestic Assault

On April 10, 2014 at approximately 10:00 AM, Upper Allen Police responded to an address in the 1st block of Keefer Way for a reported domestic dispute. During a subsequent investigation, officers determined that the victim sustained injuries requiring medical treatment. On April 16, 2014 an arrest warrant was obtained and Prince Walker was apprehended. Walker was transported to the Cumberland County Prison for processing and preliminary arraignment. Walker will appear before Magisterial District Judge Mark Martin for a preliminary hearing at a later date.

On April 9, 2014, Upper Allen Police investigated two separate incidents of spray painted graffiti. One incident occurred at Upper Allen Elementary School and the other at Community Park, located on Fisher Road. The latest incident happened on April 16th at Upper Allen Elementary, shown in the pictures above. In each of the incidents the word “Shadow” in the graffiti. Harrisburg Juvenile Charged During Underage Party

On April 6, 2014 at approximately 12:45 AM, Upper Allen Police were investigating a large underage drug and alcohol party in the 300 block of Sleepy Hollow Drive. During this investigation, officers encountered a 15 year old female who was severely intoxicated. The female provided false identification to law enforcement and then attempted to flee on foot when told she was told she was under arrest. Charges have been filed with Cumberland County Juvenile Probation. The investigation surrounding the party is ongoing.

Driver arrested for DUI following single vehicle crash

On April 14th at 11:49 PM the Upper Allen Township Police investigated single vehicle crash in the 700 block of Independence Ave. The operator, Keegan, advised that he was on his cell phone just prior to the crash and he then struck the curb in the area. Keegan had been drinking alcohol prior to the crash and he was arrested for DUI and taken to the Cumberland County Prison for processing. A preliminary hearing will be held at a later date.

Vehicle Stolen from Planet Fitness in Upper Allen Township

On Monday, April 7, 2014 between 7:30 PM and 7:45 PM, a navy blue 2005 Hyundai Elantra was stolen from the Planet Fitness parking lot in Upper Allen Township. A similar vehicle is pictured above. The vehicle had a Cedar Cliff High School parking pass on the rear view mirror and a green Slippery Rock University license plate holder. Upper Allen Man Arrested for Simple Assault

On Sunday, April 6, 2014 at approximately 5:00 AM, Upper Allen Police were summoned to an apartment in the 1300 block of English Drive for an active domestic dispute. Christopher Justice was observed holding a knife and resisted arrested prior to being taken into custody. Justice was transported to the Cumberland County Prison for processing and preliminary arraignment. Justice was afforded a preliminary arraignment by Magisterial District Judge Clement who committed Justice to the Cumberland County Prison in lieu of $10,000 bail. Justice will appear for a preliminary hearing at a later date before Magisterial District Judge Mark Martin.

Upper Allen Teen Arrested For False Reports

On Friday, December 6, 2013, Upper Allen Police were contacted to check the well being of Wolgemuth. When police made contact with Wolgemuth, she reported that she had been assaulted and kidnapped. During an investigation, police found that Wolgemuth fabricated the story and was never in danger, which resulted in her being charged criminally. On 03/31/2014, a preliminary hearing was before District Judge Mark Martin and the charges were bound over to the Court of Common Pleas.

On March 28, 2014 at 4:30 PM the Upper Allen Township Police made contact with Otstot in the 2200 Block of Aspen Drive. It was determined that Otstot had recently driven to his location while under the influence of alcohol. During the subsequent investigation Otstot was also found to be in possession of drug paraphernalia. Otstot was taken into custody and transported to the Cumberland County Prison for processing. A preliminary hearing will be scheduled at a later date.
