Upper Allen Man Arrested for Wrong Way Crash on US Route 15

On Friday, January 17, 2025 at 4:37 PM, police were dispatched to the Capital City Car Wash for a hit and run crash. A red Hyundai Sonata struck the back of another vehicle. The operator of the suspect vehicle was identified as Fernando Colon-Torres. Colon-Torres fled the car wash and then illegally entered onto the US Route 15 northbound exit ramp from Lower Allen Drive, traveling southbound in the northbound lanes. Colon-Torres side-swiped a car and continued driving against traffic for approximately 4.5 miles. Police were then dispatched for a wrong way driver.

Near mile marker 37.1, Colon-Torres encountered a white tractor trailer driving in the left lane. The driver of the tractor trailer swerved to his right. Colon-Torres struck both rear driver side trailer tires. The driver of the tractor trailer was not injured. The investigation revealed that Colon-Torres’ vehicle was traveling at approximately 107 mph on impact.

Colon-Torres then struck the driver side of a black Toyota Tundra. The driver of the pickup wasn’t injured.

Colon-Torres then struck a blue Toyota RAV4. This vehicle swerved hard to its right, which caused Colon-Torres’ vehicle to strike the rear driver side corner. This sent the vehicle into an approximately 180 degree spin before coming to rest. The driver of this vehicle sustained a concussion.

Colon-Torres then struck a silver Toyota RAV4. The impact sent the silver RAV4 across the right lane of travel and onto the shoulder of the highway. Colon-Torres’ vehicle came to rest along the center median after its engine fell out. The driver and two young passengers of the silver RAV4 sustained several substantial injuries.

Colon-Torres was agitated at the scene of the crash and punched an EMT in the face, causing injury. Colon-Torres sustained multiple substantial injuries during the crash.

The investigation involved the collection of a blood sample that was later analyzed. The analysis indicated that Colon-Torres’ blood contained THC.

The investigation concluded as Upper Allen Police met with the Cumberland County District Attorney’s Office to discuss the case. Charges were filed against Colon-Torres on Tuesday, April 7, 2025, to include the issuance of an arrest warrant. Colon-Torres was arraigned on Friday, April 11, 2025 and committed to the Cumberland County Prison on $35,000 bail. A preliminary hearing is scheduled for a later date.

Upper Allen Police were assisted on scene by the Lower Allen Township Police Department, Pennsylvania State Police Crash Reconstruction Unit, Cumberland County Forensic Laboratory, Cumberland County Communications, PennDOT, Penn State Health Life Lion EMS, Upper Allen Township Fire Department, and Upper Allen Township Fire Police.
