On Thursday, October 23, 2025, at 11:07 PM, Upper Allen Police received a call for suspicious person at a local business. Officers were informed that the suspicious person left the area at a high rate of speed in a vehicle. Upper Allen Police responded to the area and were able to successfully locate the associated vehicle. While following the associated vehicle, police observed vehicle code violations and attempted a traffic stop. The operator fled from the attempted stop. Through an investigation, the operator of the vehicle that fled was identified as Louis Manno. An arrest warrant was obtained and on Wednesday, November 26, 2025, Manno was afforded a preliminary arraignment. A preliminary hearing will be held at a later date.
