On November 28, 2015 at about 6:12 PM, Upper Allen Police were dispatched to the intersection of Arcona Road and East Winding Hill Road for a single vehicle crash. Once on scene, it was determined that the crash was the result of the operator failing to stop at the posted ‘STOP’ sign, combined with recent precipitation on the roadway. Hay’s vehicle traveled from Arcona Road, crossing over both lanes of East Winding Hill Road, and striking a tree on the embankment. Hay sustained minor injury and declined EMS; the vehicle was towed from the scene.
