To protect our residents and ensure all door-to-door vendors are legitimate, Upper Allen Township requires soliciting permits. This means most vendors who come to your door must have a permit issued by the Township.
Who Needs a Permit?
This includes people selling:
- Home improvements (windows, siding, paving)
- Internet or energy plans
- Magazine and book subscriptions
How to Get a Permit
Vendors must apply in person at the Upper Allen Township office, pay a fee, and provide a government-issued photo ID. We conduct a background check before issuing an individual permit card. For more information, visit: https://uatwp.org/departments/administration/transient_licenses.php
Solicitor Rules
- Solicitors may only solicit between 8:00 am to 8:00 pm or sunset (whichever is earlier) Monday through Saturday, and 1:00 pm to 6:00 pm on Sundays.
- Solicitors must carry their permit with them at all times and show it to you when asked.
What You Can Do
- You do not have to answer your door if a solicitor knocks.
- If you do answer, ask to see their solicitor permit. If they don’t have one, tell them to leave.
- Call 911 if you feel threatened, they do not leave, or you see them approaching a vulnerable neighbor (someone who may be more susceptible to high-pressure sales tactics or scams), such as an elderly person or children home alone.
- Tell the dispatcher that unpermitted solicitors are in your neighborhood.
- Provide a description of the person, their direction of travel, and any vehicle information.
