Upper Allen Police Attend National Night Out Events Throughout Township

On August 2, 2022, which is nationally recognized as National Night Out, Upper Allen Police attended a large-scale event at 1225 South Market Street along with numerous other community groups and organizations. Child ID cards were created for children and their parents.

Upper Allen Police were also invited to attend a neighborhood block party in Creekstone Manor.

Upper Allen Police were grateful for the opportunities to positively engage with the community we serve.

**Reunited with Owner** Dog Found Near Messiah University


**The dog has been reunited with its owner.**

On Sunday, July 31, 2022 at 10:35 AM, Upper Allen Police were contacted regarding a found dog (pictured above). The dog was found in the 600 block of Grantham RD near Messiah University. The dog is a young female black lab and is friendly. The dog is not chipped and was not wearing a collar when found.

Anyone with information regarding the dog’s owner is asked to call the Upper Allen Police at 717-238-9676.

Harrisburg Man Arrested for Marijuana Possession Following Traffic Stop

On Tuesday, July 26, 2022, at 4:56 PM, an Upper Allen Officer conducted a traffic stop for a moving violation on a vehicle in which Terry was riding as a passenger. During the traffic stop, it was discovered that Terry was in possession of marijuana. He was taken into custody for this offense, transported to Cumberland County Central Booking for processing, and then released. A preliminary hearing will be scheduled for a later date.

Theft by Deception

In February of 2021 Upper Allen Police began to investigate a report of a scam where the victim was led to believe that they were renting a property in the area. The victim sent a security deposit via Zelle per the instructions of the person purporting to have the property. The victim never received the keys to the property as they were led to believe or had any other contact with this person.

The investigation revealed that the money sent by the victim was deposited in the account of Kemesha Kelly, who was subsequently criminally charged. Kelly failed to appear at the preliminary hearing, which was held in absentia. All charges were bound over to the Cumberland County Court of Common Pleas and a warrant for Kelly’s arrest is now active.
