Upper Allen Police Seek Information Regarding a Hit-and-Run

On February 14, 2010 at approximately 4:02 PM, an unknown person driving a “dark khaki” colored Jeep Liberty (or similar type Jeep vehicle) struck a fence in the 1300 block of South York Street. The driver then stopped in the driveway of the residence where the fence was struck, checked the damage to her vehicle and then drove off without contacting the property owner. The driver of the vehicle is stated to be a white female, approximately in her 30’s with brown, curly/wavy hair. She was wearing a black North Face jacket and black athletic-type stretch pants. Residents Reminded of Snowfall Parking Restrictions

The National Weather Service issued another Winter Storm Warning for Cumberland County. The Harrisburg area, including Upper Allen Township, could see 12 inches of new snowfall – on top of the almost 2 feet received this past weekend.

During this past weekend’s winter storm, the Police Department issued over 75 warnings to vehicle owners who failed to remove vehicles from Township streets. In spite of the Police Department’s enforcement efforts, the Upper Allen Township Public Works Department was not able to completely clear all roadways due to vehicles that refused to comply. Additionally, some vehicles were damaged because they were left on the street and struck by plow vehicles.

Beginning with today’s winter storm, the Police Department will be strictly enforcing Township Ordinance § 233-16 (reprinted below) by ticketing and towing vehicles left on the Township-maintained street systems.

To avoid fines and towing expenses, residents are asked to comply with the Township Ordinance governing parking during periods of snowfall.

§ 233-16 Parking of vehicles prohibited on Township streets during periods of snowfall

A. It shall be unlawful to park or permit to be parked any motor vehicle or other vehicle on any street or alley which is part of the Township-maintained street system two hours after the start of continuous snowfall and until the snow has been completely plowed for the full width of the cartway.

B. Any member of the Upper Allen Township Police Department or other employee of Upper Allen Township engaged in road work is hereby authorized to remove any vehicle abandoned or parked upon any public street or alley in violation of the terms and provisions of this chapter and to take any said vehicle to the nearest garage or other place of safety. The registered owner of any said vehicle shall be promptly notified, in writing, of the fact of the removal and of the place to which said vehicle has been removed, where said owner may obtain the same upon payment of any and all towing and storage charges.

Construction Trailers Broken In To At Melbourne Place

On Friday January 15, 2010 at 6:30 AM, employees of a construction company arrived for work and discovered two of their construction trailers were broken in to overnight. Several thousand dollars worth of tools and equipment were taken.

An eye witness saw a vehicle in the area of the trailers at approximately 10:00 PM the night before, Thursday January 14th.

Two Car Crash Yields Minor Injury

On January 14, 2010 at 1:13 PM, Upper Allen Police were called to 360 Independence Avenue to investigate a two car crash. Investigation determined that that a car driven by Cortes-Gonzalez pulled from a business on Independence Avenue and crashed into the side of a car driven by Reynolds. Reynold received minor injury and was taken to Holy Spirit Hospital for treatment. Damage to the cars was minor and both were driven from the scene. Road Rage Leads to Severe Crash on Route 15

On January 12, 2010 at approximately 6:16 AM, Upper Allen Police were dispatched to US Route 15 North in the area of West Lisburn Road for a report of an auto accident. Investigation determined that an unknown vehicle was tailgating Smith and then cut in front of her and quickly applied their brake for no reason. Smith applied her brakes in order to avoid striking the vehicle and lost control. Smith hit a concrete barrier, causing her Ford Explorer to overturn and roll several times. Smith was injured in the crash and was transported to Hershey Medical Center for treatment of her injuries. The driver of the other vehicle did not stop and continued north on Route 15. The vehicle is only being described as a dark colored car, unknown make or model.
