On Tuesday, May 9th, 2023, at approximately 3:30 AM, Upper Allen Police were patrolling the 300 block of Cumberland Parkway when they encountered an occupied vehicle parked at a local business after hours. Upper Allen Police approached the vehicle and initiated contact with the single occupant, later identified as Jeffrey Hutchins. During the encounter, Police determined that Hutchins was in possession of drug paraphernalia. Hutchins was taken into custody and transported to Cumberland County Central Booking for processing. A preliminary hearing will be held at a later date.
